Procore is the Franco-Hongkong Partnership Hubert Curien (PHC). It is implemented in Hong Kong jointly by the Research Grants Council (RGC) and the Consulate General of France in Hong Kong & Macao.

1- Presentation of the program

1.1- Types of cooperation concerned

The objective of the program is to develop the scientific and technological exchanges of excellence between the Special Administrative Region of Hong Kong and our country.
All fields of science, including the humanities and social sciences, are covered by this program.
The aim is to foster new cooperation on the basis of joint research projects or bilateral research workshops.
The workshops should foster the development of long-term collaborations and may involve several institutions in both France and Hong Kong.

1.2- Criteria for the established team

he call for applications is open to research laboratories attached to higher education institutions, research organizations or companies.
• Projects or workshops must be jointly proposed by a French researcher and a Hong Kong researcher designated as co-lead.
The active participation and mobility of young researchers, in particular doctoral students or post-doctoral students, is one of the first selection criteria.

1.3- Criteria for projects and workshops

Only candidate files co-deposited by the partner researchers to the bodies responsible for managing the program in their respective countries are declared eligible. French researchers need to make sure of this.
• Projects that have already received support under this program are not eligible for a new application immediately following their termination.
• Bilateral project networks
O In order to encourage the creation of European research networks and thus contribute to the construction of the European Research Area, the authorities of the two countries remind the researchers that they have the possibility of submitting a candidature in the framework of a " Another PHC, on the same search topic as their Procore project. O The European country with which France and Hong Kong have a bilateral PHC program is Germany (only certain scientific fields may be eligible).
• A co-organizer can submit only one application file per call for proposals.
• Any application whose budget exceeds the maximum envelope (4 600 € / year for the projects and 14 000 € / workshop) will be considered as ineligible.

1.4- Selection Committee for Projects and Workshops

• Calls for applications from this program are launched on an annual basis.
• The authorities of the two countries work together to compare the evaluations and decide jointly on the support given to the selected projects.
• For the French part, the MENESR European and International Mission for Research, Innovation and Higher Education (MEIRIES) is responsible for the scientific evaluation of the dossiers.

1.5- Modalities of operation of projects and workshops

The duration of the projects is two years maximum, and the duration of the workshops is 1 year.
• Funding is provided on an annual basis. It can not exceed € 4300 / year for projects and € 14 000 for workshops. - any application which does not respect this maximum amount will not be considered.
• The budget must be consumed between 1 January and 31 December of the year concerned and can not be carried over to the following financial year. In the case of projects, if the budget for the first year is not used, no renewal will be granted.
• The budget relates only to the assumption of responsibility for mobility between the two countries of the researchers involved in the program.
• Any other financing necessary for the implementation of joint projects should be provided by the own resources of the partner laboratories or from other sources.
• The renewal of the credits allocated to the projects for a second year is subject to:
O The submission of a progress report mentioning the scientific results obtained (the report template will be provided later);
O Drafting a financial statement of the actions carried out or scheduled before the end of the calendar year;
O Optimal consumption of financing granted. Automatic back-up
O A provisional budget stipulating the new amount requested - amount again to be less than 4600 € / year. Automatic line return
O The amount will be set according to the progress of the project and the available budget.
• These documents must be sent before 15 September (11:59 pm French) from the 1st year to the generic address sciences@consulfrance-hongkong.org. Without all of these documents in time no renewal will be granted.

1.6- Operation of joint projects

  • • The means granted by France cover exclusively the payment of the subsistence allowances and the travel expenses of French researchers:
    O Living allowances: 200 € / day;
    O Travel: reimbursement of actual costs within the limit of € 1100 per round trip between France and Hong Kong. Automatic return
    O The RGC funds the missions of the Hong Kong teams to France (see the RGC website for details).

1.7- Operation of bilateral workshops

  • • • The amount of funding can not exceed € 14,000 per workshop. - any application which does not respect this maximum amount will not be considered.
    • The workshop must be organized between 1 January and 31 December of the year concerned.
    • The duration of the workshop is limited to one year; If the project is over 2 years it will be necessary to apply again the following year.
    • A workshop co-organizer may submit only one application file per call for proposals.
    • A final report, accompanied by the program of the workshop and the list of speakers, must be sent by the French project manager to the Consulate General of France in Hong Kong no later than six months after the workshop. Back Automatic line
    • The means granted by France finance the workshops organized in France and cover:
    O Hong Kong participants traveling exclusively from Hong Kong: reimbursement on actual costs up to a limit of € 1100 per return between Hong Kong and France;
    O Their allowances: 200 € / day;
    O Organization costs related to the workshop (room rental, printing of documents, etc.).

1.8- Intellectual Property

  • • Read carefully the attached document HERE, , relating to good practices including intellectual property rules. The filing of the draft includes, in fact, the adherence, by all the parties, to these rules.

1.9- Monitoring of projects

  • •A final report is required no later than three months after the end of the projects, whatever their duration of financing (1 or 2 years).
    • French project managers must use the downloadable report template and attach it to their online file within this time limit.
    • This report is also to be sent to the Consulate General of France in Hong Kong within the same deadline (see contact for the program).
    • The publications produced in this project should mention the support provided by the Ministries of Foreign Affairs and International Development (MAEDI) and the National Education of Higher Education and Research (MENESR)

1.10- Follow-up of workshops

  • •A final report, accompanied by the program of the workshop and the list of speakers, must be sent by the French project manager to the French Consulate General in Hong Kong no later than six months after the workshop.
    • French project managers must use the downloadable report template and attach it to their online file within this time limit.
    • This report is also to be sent to the Consulate General of France in Hong Kong within the same deadline (see contact for the program).

1.11- Practical arrangements for submitting a project or workshop

It is only possible to submit one type (project or workshop) per application for a Procore project per year.
